It changes the delay assigned to each frame. The image sequence stays in the same order, but individual frames can hold longer or move faster inside the exported GIF loop.

Can I make only the beginning slower?

Yes. Pull the first frame points downward to hold them longer, then pull later points upward if the ending should rush through faster.

Does the GIF upload to a server?

No. Decoding, previewing, timing edits, and GIF export all run in the browser.
